If someone from Tara village approaches Police station for a complaint, it’s a full pack joke for Policemen. In last 10 to 15 years no problem or complaint is registered about Tara village in police records. Police will ask him to go backto village and find a solution inside. This happens because, the village has a well made Panchayat (a committee of selected people in the village) acts as police, court and even punish the culprit in their style and very peacefully. We cannot find a wine shop or cigarettes in its shops. No addictive materials or tobacco used in the village.
Story of Tara is strange. Near to Karnala bird sanctuary in Goa Highway, 15 km away from Panvel city, Tara village is blessed with abundance of ecological varieties. About 150 families reside inside the village, which is in a sliding shape over a hill. Most of the villagers are farmers, but new generation chose to work in city. They have lot of farming land down the hill area and valleys. About 25 years earlier, Tara village was famous due to its addiction to liquor and other tobacco products. This culture has destroyed their life and families. Peace in the village was only a hope. They remember after every 5 houses there was a liquor shop.
This time Panchayat of the village took a strong decision to stop all liquor activities in the area. Panchayat has put 5000 Rs for anyone who breaks the rule. After about 25 year the villagers claim that Tara is completely liquor free. Homes of the village are peaceful now. No liquor shop is allowed in 2km area of village. They also have a self governing system called Panchayat. Every family has a representative in the Panchayat, according to the number of members in family. They are reselected every year during hanuman festival on June month. Presently they have 16 committee members in the Panchayat.
Every problem in the Panchayat is solved by this Panchayat. No case will go for police or into court. Only big crimes are handed over to police. The complaint has to present in front of the Panchayat. The Panchayat will analyze the issue and situation. They will say who is guilty and innocent. They also impose punishments like fine for the culprits.
Sudhakar Patil, a member of Panchayat, said “we have a unique type of governing system. Our Panchayat has taken many creative decisions, which made our village a heaven. Like every village we also have problems and issue. But we analyse our problem and find solution for the issue very peacefully. Making our village liquor free is the greatest achievement we have”
